At the April 9, 2025 meeting of the Asbury Park City Council, members Angela Ahbez Anderson, Eileen Chapman and Yvonne Clayton made announcements for the upcoming weeks including: The Recreation Department/Boys and Girls Club of Monmouth County hosting swimming lessons for youth of Asbury Park; the AP Little League was kicking off with a parade on 4/12 to usher in the new season; and, the Quality of Life Committee announced the city was sponsoring dumpsters for residents to use to assist in decluttering their homes. The Director of Planning and Redevelopment, Michelle Alonzo gave a very informative presentation about the various areas in the city marked for redevelopment. Included in this presentation were maps displaying all the areas in the city which have been identified as needing redevelopment:
- Waterfront Prime Renewal Area
- Waterfront Boardwalk Area
- Central Business District
- Strategic Target Area Redevelopment Spirit
- Springwood Avenue Redevelopment Area
- Washington Avenue Redevelopment Area
Director Alonzo further explained the Waterfront area plan has been in place since 2002; she explained, zoning is regulated by the Municipal Land Use Law (MLUL) and it dictates density, height, parking and set backs amongst other items.
She additionally covered how PILOTs (Payments in Lieu of Taxes) came about in Asbury Park; the density is capped by a CAFRA permit for the waterfront area at about 3,164 (roughly) residential units; how the first Waterfront agreement was with Asbury Partners, then, Madison Marquette and subsequently others came into play in the waterfront area.
One important part of her presentation was the reference to the “Special Assessment Agreement” which, according to her presentation, is the document that dictates a mandatory 30 year PILOT in the Waterfront Redevelopment Area.
