The Asbury Park City Council held its latest meeting on October 22, at 6 p.m. in the Municipal Building Council Chambers. Mayor John Moor, Deputy Mayor Amy Quinn, and all council members were in attendance, along with other city officials.

The meeting proceeded efficiently and followed its usual format, with City Clerk Anothony Cucci inviting each council member to share announcements with the public. Councilmember Angela Ahbez-Anderson was the only member to speak, reminding the community that volunteers are still needed for the annual Trunk or Treat event on Friday, October 31, from 4:30 to 6 p.m. in the City Hall parking lot. She noted that the city is still seeking drivers for the event and encourages residents to sign up if interested.

Several agenda items were approved during the meeting, including:

  • A resolution referring proposed amendments to the Main Street Redevelopment Plan to the Asbury Park Planning Board for review and action.
  • A resolution authorizing the execution of an amended and restated redeveloper agreement with Asbury Avenue Owners Urban Renewal LLC for a redevelopment project at 1012 Asbury Avenue (Block 501, Lot 1).
  • A resolution appointing a Deputy City Clerk for the City of Asbury Park
  • An ordinance authorizing a financial agreement with Asbury Avenue Owners Urban Renewal LLC for a long-term tax exemption related to the 1012 Asbury Avenue redevelopment project.

During discussion of the Asbury Avenue Owners Urban LLC redevelopment plan, Councilmember Ahbez-Anderson voiced opposition, citing concerns with the project being a PILOT (Payment in Lieu of Taxes) program. Councilmember Chapman expressed support, noting that the project would provide nearly 50% affordable housing units. Despite differing opinions, the measure ultimately passed.

Another notable discussion centered on Resolution 2025-433, which pertained to bids for the new Asbury Park Fire Department Headquarters Response and Alerting System. City Clerk Cucci announced that the item would be pulled from the agenda, prompting an exchange between Mayor Moor and Deputy Mayor Quinn. Quinn opposed passing the resolution that evening, explaining that she has previously received conflicting guidance about alarm system requirements. Mayor Moore suggested postponing the matter until the next council meeting in two weeks. Quinn insisted that a meeting be held to clarify the issue, and Councilmembers Clayton and Ahbez Anderson requested more information regarding the system’s specifications and costs. Ultimately, the council voted to table the resolution.

No members of the public commented on agenda items. However, a representative from the Asbury Park Chamber of Commerce addressed the council to promote the upcoming 2025 Carousel Awards, scheduled for October 30 at Asbury Lanes. The event recognizes individuals, businesses, and organizations that contribute to the city’s success and community spirit.

The next Asbury Park City Council meeting is scheduled for November 12th, at 6 pm, in the Council Chambers.
