Asbury Park receives annual formula-based federal funding for community development through a HUD-administered entitlement grant. The program is authorized under Title1 of the Housing and Community Development Act of 1974, Public Law 93-383, as amended,42 U.S.C.-5301 et seq.

While entitlement communities such as Asbury Park can determine their own development strategies, federal law requires them to fund initiatives that assist low- and moderate-income individuals. Grantees use funds for emergencies, high priority needs that directly address imminent threats to community health and welfare, provided other funding sources are exhausted.

CDBG provides funding for road improvement, infrastructure projects, public facility improvements for non-profit agencies, community events and public services. Programs include:

Utility Assistance Program: This program is administered through the Community Affairs Resource Center’s CARC current Homelessness Prevention program. Asbury Park households in need may seek assistance from CARC staff to review eligibility and submit an application for coverage of gas, electric and water bills. Funding for the program is provided by the Community Development Block Grant program. Home Repair Assistance Program is administered through the Monmouth County Habitat for Humanity to assist Asbury Park homeowners in fixing their properties to come into compliance with cited code enforcement violations. First Time Home Buyers Assistance Program is for eligible low/moderate income families, per HUD income requirement for the purchase of a home in Asbury Park. Assistance will be provided in the form of a deferred payment second mortgage loan in the amount not to exceed $5,000 for down payment, closing and prepaids or a combination of thereof.

Improvement to Roads, Infrastructure and Parks is the reconstruction of roads, alleyways and sidewalks playground equipment repairs new manholes, security cameras etc.
