Everywhere you look on the East side of Asbury Park a new development is proposed or under construction. I have often wondered who examines the proposals that would ensure each site is following technical and regulatory standards. So, if you have been curious about this subject, here is an overview.

Let’s say that you are a developer and wish to develop 16 residential units with on-street parking in the Waterfront area of Asbury Park. Your first step is to submit your proposal to the Technical Review Committee, acting as an advisory body for the development projects in the waterfront area.

In Asbury Park the TRC consists of eight members, all from various municipal or agency departments. They are responsible for the review of site plans, subdivisions plans, master plans for planned unit developments, applications for conditional use permits, minor and major site development plans.

Now that your proposal has been submitted the first step for the TRC is to meet and discuss your application from their technical perspective. They will scrutinize your proposal to ensure that all necessary development requirements such as those outlined in a Unified Development Ordinance have been met.

The second step is for the TRC to advise you with written feedback regarding any potential issues. Now this is beneficial to the applicant because it can minimize field changes and ensure a smoother final process. In addition, the committee’s review can help determine if a project needs further review by a formal board such as the Zoning Board of Adjustment or if it can proceed more directly.

As I mentioned earlier, the TRC is composed of 8 members, however they will cross departmental coordination with the planning, public works, police and fire departments to provide a more comprehensive technical evaluation of your proposal.

Once all concerns have been resolved the next step is to move it to the Planning Board or City Council for approval or vote.
So, as you can see, the TRC provides a first step in the review process, advising applicants of potential issues and helping to streamline the path to a final decision.

The TRC by ordinance consists of eight persons, including the Council member who also serves on the Planning Board (Mayor John Moor), a representative of the State Department of Environmental Protection, a representative of the State Department of Community Affairs, a professional planner, a licensed architect, the Chairman of the Planning Board, the engineer serving the Planning Board, and a representative of the waterfront developer designated by Asbury Partners, LLC.
